PILaR(+) : No-regrets scenarios for the future of Euljiro

PILaR(+) : No-regrets scenarios for the future of Euljiro
International development organizations, such as the United Nations or the World Bank, have become increasingly interested in development policies that managed to deal with the financial and sustainability challenges cities are facing today. One tool that is specifically promoted by UN-Habitat and the Global Land Tools Network is the PILaR (Participatory, Inclusive Land Readjustment) program, which takes the Korean and other countries experiences with land readjustment as a point of departure. The PILaR (+) that planning students from Radboud and Design students from Ewha are taking on includes sustainability measures into the PILaR program and develops a series of scenarios for the site in Euljiro. In this experiment students assess the site, including the non-physical givens such as the planning regulations and institutional setting. Then, identify different stakeholders’ positions in order to develop designs for stakeholders’ desired future scenarios. These stakeholder scenarios in the next step are the basis for the design of a new generation of scenarios we call believable, no-regrets future scenarios. With this method the project creates a range of design scenarios that offer alternative opportunities for the future of Euljiro. Goals is to identify common ground among stakeholders and break the stalemate.
